Mount Vernon City Council passes multiple resolutions on July 13, 2026

The Mount Vernon City Council announced on July 13 that it adopted several pieces of legislation. The resolutions were signed by Bruce Hawkins, Council President, approved by Mayor Matthew Starr, and attested by Zachary Sherman, Clerk of Council. Copies of the legislation are available for public inspection at the Clerk of Council's office at 236 S. Main St., Mount Vernon.

Among the measures passed was a resolution authorizing the Safety-Service Director to enter into a contract with Top Flight Real Estate (doing business as Bo Lacey) to lease property at 9 East High Street. Another resolution authorized and directed the Auditor to make supplemental appropriations.

The council also passed a resolution permitting the Auditor to rename an existing fund and create additional lines in accordance with Ohio Revised Code sections 5705.09(F) and 5705.40. A separate measure authorized the Safety-Service Director to seek and select a qualifications-based construction manager-at-risk for the Mount Vernon Justice Center project.

Additional resolutions included authorization for the Auditor to transfer certain funds and pay bills pursuant to Section 5705.41(D), known as Then and Now Certification; approval for leasing property at 49 Public Square to Crowned Radiance and Beauty, LLC; setting a tax revenue budget for the city under Section 5705.28 of state law; and accepting Guaranteed Maximum Price Package No. 1 for components of the Mount Vernon Police Station project.

According to the public notice, these actions have been published on both the city's website and Facebook account, as well as distributed to all local media in Knox County and Mount Vernon.
