Mayor Matt Starr swore in Paul Mayville as Mount Vernon’s auditor on Monday following his appointment by members of the Knox County Republican Central Committee last Thursday.

According to a city of Mount Vernon news release, Mayville’s appointment as auditor extends to November 2025. To remain in office, he must run for election to complete the second half of the auditor’s term, which concludes at the end of 2027. Mayville has worked in the banking and financial industry since 1997, spending recent years with Prudential Financial.

Interim Auditor Samantha Ramsier’s last day in office was Friday, Sept. 27. She was appointed on Sept. 6 and began work the next day. Her appointment followed Terry Scott's announcement on Aug. 26 that he would retire effective Sept. 6 after serving in the elected position for 30 years.

"Paul brings a wealth of experience and a strong commitment to modernizing the Auditor’s office and improving communication across all levels of city government. We can now move forward with making this office more responsive, and Paul is fully on board with this mission," Starr said in the release. Starr also noted that Ramsier was instrumental in stabilizing the office and initiating updates to modernize procedures and appoint staff.

The city said in its news release that during the transition in the Auditor’s office, it became clear that outdated policies and procedures led to delays in bill payments, payroll disruptions, and challenges in general auditing and reporting processes. Additional delays and misunderstandings occurred due to staffing shortages in the office. Safety-Service Director Tanner Salyers said the city will focus on a more responsive and effective auditor’s office with updated technology, improved communication, and streamlined processes.
