Mount Vernon's controversial "Massage Parlors" ordinance proposal was suspended indefinitely after 11 people spoke out against it during the City Council's meeting on Oct. 9. The ordinance proposal, which aimed to create a new chapter on business regulation in Mount Vernon's municipal code, faced strong opposition from community members.

City Councilmember Amber Keener, who had proposed the ordinance, made the motion to suspend it in response to the concerns raised by the 11 individuals during the meeting. According to draft minutes of the meeting, Keener acknowledged the opposition and decided to suspend the proposal indefinitely.

During the meeting, Councilmember Mike Hillier requested Law Director Rob Broeren to investigate whether a different ordinance regarding massage businesses would hold up in court if the city faced legal action. This request highlights the city council's concerns about potential legal challenges that could arise from the ordinance.

The proposed ordinance included certain exceptions for licensed healthcare professionals and trainers for athletes or athletic programs. However, it did not provide an exception for massage therapists licensed by the state of Ohio who work in a massage therapy clinic. This omission likely contributed to the opposition voiced by community members.

As a result of the suspension, Mount Vernon's "Massage Parlors" ordinance proposal will not move forward at this time. The decision to suspend the proposal indefinitely reflects the city council's willingness to listen to the concerns of the community and reconsider the potential impacts of the ordinance.

The controversy surrounding the proposal highlights the importance of balancing business regulation with the needs and concerns of the local community. Mount Vernon will likely continue to explore alternative approaches to address any concerns related to massage businesses in the city.
