County parking lots $66K over budget

MOUNT VERNON — Knox County Commissioners approved change orders Tuesday for three parking lots — the main parking lot on Chestnut Street serving the county service center employees; the Knox County Sheriff’s lot on Upper Gilchrist Road; and the Americans with Disabilities Act (ADA) lot with handicap-accessible features directly behind the service center. All work on the three parking lots was completed in the fall of 2018 by Small’s Asphalt Paving, Inc.

The service center parking lot, by far the largest of the three, required change orders of $10,277, and $51,077. County Administrator Jason Booth said changes were necessary due to a water issue. Once the old asphalt was removed, a sponge-like subsurface appeared, requiring more limestone fill and tiles before new asphalt was applied. The change orders increased the cost of the Service Center parking lot project from about $450,000 to $516,198.

Booth and Collier said although the change orders increased the project’s final cost, the county also saved tens of thousands of dollars by having engineering and design work done in-house. They praised county Engineer Cameron Keaton and two of his fellow engineers with the county, Tim Tyson and Clint Cochran, for not only engineering the project, but overseeing the work as well. The final scheduled payment on the service center lot project that was not a change order, in the amount of $88,221, completed all service center payments to be made. Small’s will soon receive payments.

The ADA-compliant parking lot, at $138,200, had a final cost that was nearly $12,000 under budget, Booth said. This is because the project did not need as much aggregate fill as anticipated. The final scheduled payment on the project, completing all costs for the ADA lot, was approved in the amount of $13,181. Two change orders to the sheriff’s office parking lot, totaling $38,922, were necessary due to drainage installation determined to be necessary under the new asphalt.

In other action, commissioners:

•Approved a payment of $25,000 to Bennett and Williams Environmental Consultants, Inc., for one of two twice-yearly payments involving post-closure care at the county’s former landfill site on Thayer Road. The closure costs include underground water testing.

•Approved a certificate of title involving Knox Area Transit’s purchase of a 2019 Dodge Braun Van from Myers Equipment in the amount of $36,384. The van will be converted to be ADA-compliant.
