Brinkhaven adopts first municipal code in unanimous council vote

Brinkhaven Village Council has unanimously adopted the first Municipal Code of Ordinances in the village's history, with Mayor Christopher Wyant signing the legislation into law for immediate effect.

The vote took place in May, when the council's action created a comprehensive governance framework for the rural community of about 120 residents. Wyant emphasized that the Code represents a "formal re-founding" of Brikhaven as a self-governing community.

“For the first time, every resident, every property owner, and every future council member will have a clear, organized, and publicly accessible body of law to rely on. We built this for the village, and it belongs to the village,” Wyant stated in a press release.

Council President Pro Tempore Shannon French noted that the unanimous vote followed a successful Town Hall meeting and extensive community input.

“Many hours and consideration went into this to promote the health and safety of our village," French said. "We all look forward to seeing the positive impact this Code will have on the community we all hold dear.”

The new Municipal Code addresses land use, property maintenance, public health and safety, enforcement procedures, and council operations. Prior to its adoption, Brinkhaven had operated without a unified set of ordinances, leaving residents and officials without clear guidance. The Code was developed over several months, reviewed by the Village Solicitor, and tailored to comply with state law while reflecting the realities of governing a small rural community.

Key provisions include a lean Land Use Limitations chapter instead of a traditional zoning framework, the creation of a civilian Code Enforcement Officer role, an appeals process routed through the Village Council, and a policing arrangement maintained through a service agreement with the neighboring Village of Danville. The ordinance was passed as emergency legislation to ensure immediate implementation and address the village’s prior lack of an organized governance infrastructure.

The adoption of the Code is part of a broader stabilization and revitalization effort led by Mayor Wyant since taking office. Other initiatives have included establishing an official .gov website, creating consistent signage and branding, and joining the Ohio State Auditor’s Universal Accounting Network. Together, these steps signal Brinkhaven’s commitment to professionalizing its government, reinforcing transparency, and ensuring accountability.

Brinkhaven, located at the Bridge of Dreams on the Mohican River in Knox County, now positions itself as an organized, engaged community with a clear governance framework.
