The Mount Vernon City Council passed several pieces of legislation during its meeting on October 28.
The full list of legislation, which was signed by Council President Bruce Hawkins, approved by Mayor Matthew Starr, and attested by Clerk of Council Todd Hill, is now available for public inspection at the Clerk’s office.
The council approved nine resolutions and two ordinances during the meeting. Two of the resolutions were to approve a new individual's appointment to a city board or commission, while another three of the resolutions were approved to allow the city's Safety Service Director to apply for grants or accept contracts for ongoing projects. One ordinance established pay grades for supervisory and professional personnel in the city.

Resolution No. 2024-107
This resolution authorizes the City Auditor to transfer certain funds as needed for city operations.
Resolution No. 2024-108
The City Council authorized the Safety-Service Director to accept a donation of smoke alarms from Lowe's Companies, Inc. Store 1765. The resolution was passed under emergency status, highlighting the immediate need for the donation to enhance public safety.
Resolution No. 2024-109
Mayor Starr's appointment of Samara Davis to the Shade Tree and Beautification Commission for a three-year term was confirmed by Council. This appointment also passed as an emergency measure to ensure the commission can continue its work on improving the city’s green spaces.
Resolution No. 2024-110
This resolution authorizes the City Auditor to pay bills as required under Ohio law (Section 5705.41(D)), ensuring the timely processing of city finances.
Resolution No. 2024-111
Council approved a resolution directing the Safety-Service Director to apply for funding through the Ohio Public Works Commission (OPWC) Capital Improvement Program. The funds would support a joint water main extension project on Crystal Avenue in partnership with Clinton Township, Knox County.
Resolution No. 2024-113
A resolution was passed authorizing the Safety-Service Director to apply for funding through the OPWC's Natural Resources Assistance Council (NRAC). The funding would be used for the development of walking trails in the Blackjack Wetland area, promoting environmental conservation and recreation.
Resolution No. 2024-114
Council confirmed Mayor Starr’s reappointment of Samantha Ramsier to the Board of Zoning Appeals for another term and appointed Chris O’Quin as an alternate member. This resolution also passed under emergency status.
Resolution No. 2024-115
This resolution gives the Safety-Service Director the authority to enter into contracts for work related to the Knox Cattle Company Dam, with funding provided through emergency provisions to address the immediate needs of this infrastructure project.
Resolution No. 2024-116
The City Auditor was authorized to make supplemental appropriations as part of ongoing adjustments to the city’s budget.
Ordinance No. 2024-41
An ordinance was passed to establish compensation pay grades for supervisory and professional personnel in the city. This ordinance passed under emergency to address compensation fairness and attract qualified staff.
Ordinance No. 2024-43
Council fixed the number of hourly employees for the Mount Vernon Police Department, ensuring proper staffing levels to meet the city’s public safety needs.
