Health forces Kirby to resign from Mount Vernon City Council

MOUNT VERNON – Josh Kirby resigned from his Mount Vernon First Ward City Council seat effective Oct. 20.

Kirby was diagnosed with an aggressive brain tumor after first experiencing symptoms in January. Since his diagnosis and during treatments, he attended City Council meetings in a limited number starting in June.

He sent a letter addressed to Council President Bruce Hawkins, read into the Monday night’s meeting record, stating he was resigning his position due to health reasons. He was elected to the council in November 2021. He also resigned as a Republican Committee member for the First Ward.

The remaining two committee members and a new appointee will select his replacement on the council within 45 days of his resignation date. Hawkins said interested people should contact the party chairperson if they want to serve on the council.

The Republican Party chair will appoint his Central Committee replacement, Law Director Rob Broeren said.

Kirby is president of Kahrl and Co., an independent insurance agency in Mount Vernon.

Mayor Matt Starr said he visits Kirby every now and again and thanked him for his service on the council.

Broeren also thanked Kirby for his service.

“I greatly enjoyed working with him, and I am sorry that he’s had to resign. He and his family are in my thoughts,” he said.

Councilmember Mike Hillier said he wasn’t sure what direction Kirby would take when he joined the council. But he appreciated his input and how he used his head on some decisions and during discussions.

“Mr. Kirby, if you’re listening, know that we love you, and we are still lifting you in prayer,” Councilmember Tammy Woods said.

Councilmember John Francis thanked Kirby for his service and noted they saw what he went through when he attended council meetings.

“After all that stuff went on, the only thing that went through my mind was what a strong, courageous guy, and what passion you must have to do what he’s doing here,” Francis said. “And to see that and realize it, you can’t say enough about him.”

He enjoyed how Kirby wasn’t afraid to speak up about issues.

Councilmember Mel Severns thanked Kirby for his council service and wished him well.

“I appreciate the fact that Josh was here when he was not feeling well,” Hawkins said. “He wanted to be here on council, and he had people bring him here.”
