HEARING
The City of Mount Vernon intends to apply to the Ohio Department of Development for funding under the Community Development Block Grant (CDBG) Community Development Program. The CDBG program is a federally-funded program administered by the State.
The City is eligible for $150,000 in Program Year 2022 CDBG Community Development Allocation funds providing the City meets applicable program requirements. Mount Vernon also intends to apply for a $500,00 competitive PY 2022 Critical Infrastructure Grant and a $750,000 competitive PY 2022 CDBG Neighborhood Revitalization Grant.
Of the $150,000 CDBG Allocation, $120,000 will go to the completion of sidewalks on N. Sandusky Street from Franklin to Burgess Street, $3,000 for Fair Housing, and $27,000 for Administration. Mt. Vernon will contribute another $119,546 to the sidewalks.
The $500,000 competitive Critical Infrastructure Grant is for the reconstruction of N. Catherine Street between Vine and Coshocton Avenue. The project will rebuild the brick street, install new curbs and drainage, and replace the water and sewer lines. The $1.642 million project will be funded with $470,000 in CDBG funds, $243,000 in public water funds, $112,300 in public sewer funds, $68,000 in public stormwater funds and $718,900 in city general funds. The balance of the grant, $30,000 will be used for administration.
Mount Vernon intends to apply for a $750,000 competitive Neighborhood Revitalization Grant for the city’s 4th Ward Northgate Neighborhood. The grant will be part of $2.439 million of improvements to include the complete reconstruction of Nuce Road and Marma Drive, including storm sewers, sidewalks, curbs, gutters and water, and sewer improvements, new sewers from Dan Emmett School to Mulberry Street, and improvements to the Dan Emmett Park/School playground and parking. Improved crosswalks will also be part of the grant. The overall project budget is as follows; street improvements $635,000, sidewalks $215,000, storm drainage $835,000, water $63,000, sanitary sewer $180,000 and park improvements $511,000. The PY2022 CDBG Neighborhood Revitalization Grant will provide $149,000 for streets, $100,000 for storm drainage improvements, $451,000 for park improvements and $50,000 for administration. The Ariel Foundation has committed $275,000 and the city will cover the balance.
The grant applications are due to the Ohio Department of Development on June 15, 2022. All of the proposed projects will meet the national objective of benefitting low-to-moderate income people. If funded, all work will be performed between January 2023 and August 2024.
A second public hearing will be held on Thursday, June 9, 2022, at 10:00 a.m. in order to give citizens an adequate opportunity to review and comment on the City’s proposed PY 2022 CDBG applications before it submits the applications to the state. The hearing will be held at Mount Vernon Council Chambers, 40 Public Square, Mt. Vernon, Ohio 43050. Citizens are encouraged to attend.
