The ongoing federal government shutdown has led to the suspension of Supplemental Nutrition Assistance Program (SNAP) benefits for November 2025. According to the Ohio Department of Job and Family Services, "all November SNAP benefit allotments are suspended until sufficient federal funding is provided or until the federal government issues further direction." This includes any fair hearing benefits for the month.
In contrast, Ohio Works First (OWF) benefits will still be distributed in November. For those applying for SNAP this month, county JFS agencies will process applications as usual. If eligible, applicants will receive an approval notice, but no benefits will be issued until federal funding resumes.
For applications submitted before November that are still pending, processing will continue normally. However, it remains uncertain whether eligible benefits from before November can be distributed before the shutdown ends.
Individuals can check their case or benefits through the Ohio Benefits self-service portal at benefits.ohio.gov or by calling 1-844-640-6446. They can also use the Connect EBT app or call the number on their EBT card for balance information.
Regarding fair hearing rights, there are none available for the suspension of benefits due to the shutdown. However, SNAP benefits received prior to November 1 can still be used at any authorized retailer.
County JFS offices remain open during this period. Participants must meet all program requirements in November to maintain eligibility for any retroactive benefits that might be issued once the shutdown concludes.
