Culvert repairs prevent Harbor Hills residents from being stranded

The Licking County Board of Commissioners has approved a change order for the Harbor Hills Water Line Replacement Project. This decision was made after urgent engineering work was required to prevent the failure of a culvert, which could have left residents stranded.

According to the commissioners' meeting agenda from October 9, the board approved a fifth change order amounting to $15,560 for Glaus, Pyle, Schomer, Burns & DeHaven (GPD Group). During construction, contractors identified significant damage related to a culvert that posed a serious risk of collapse. The necessary engineering interventions were undertaken to avert this potential failure.

The agenda further outlines that additional steps were needed to manage the construction of a new roadway crossing due to delays caused by the culvert repair. This included extended construction management services and outreach efforts with residents for coordinating the replacement of the failing culvert. The repairs also necessitated additional paving and inspection services.

Initially, the contract with GPD Group was valued at $883,683. However, five change orders have increased this sum to $1.08 million. Previous change orders were valued at $19,600, $34,450, $103,170, and $24,100.

Commissioner Duane Flowers moved to authorize the change order during the meeting. His motion was seconded by Commissioner Timothy Bubb and supported by Commissioner Rick Black in a unanimous vote.
