Licking County Commissioners have awarded a $436,750 contract to Layton Services of Newark, Ohio, for the Hebron culvert replacement project. This decision was made during the board's meeting on May 29.
According to minutes from the commission's meeting, the project was rebid at the request of the Village of Hebron after the initial bid failed to include an original bid bond and necessary federal, state, and labor standard forms required for compliance with grant terms.
The Ohio Department of Development announced that Licking County received $500,000 in federal Community Development Block Grant (CDBG) funding for the Hebron Flood Improvement Project. This initiative includes installing two flood culverts alongside existing box culverts under Broadway and Sugar Streets. The county partnered with the Village of Hebron on this project, with the Planning and Development Department securing and administering the CDBG funds.
The news release said that these funds aim to address flooding challenges in Hebron by enhancing flood conveyance capacity. Local officials have spent years developing a comprehensive plan to tackle this issue, underscoring the necessity for grant support.
To qualify for CDBG funding, projects must be in critical or poor condition. Besides the Village of Hebron project, other projects receiving grant funds include improvements to flood and drainage facilities, water and sanitary sewer systems, bridge reconstruction, parks and recreation facilities, street reconstruction, and sidewalks.
