Filkins named president of Knox Area Development Foundation, Land Bank

Sam Filkins | Knox County Area Development Foundation

The Knox County Area Development Foundation and the Knox County Land Bank have appointed Sam Filkins as president of both organizations.

"Sam has demonstrated great enthusiasm and knowledge in his work with ADF and his accomplishments have been impressive," said Bruce White, chair of the ADF Board, according to a news release. "With the continuity provided through Sam’s promotion to the position of ADF President, and the continued support and growth of the rest of the ADF Team, I know our community will see and benefit from uninterrupted progress and continued achievement."

According to the news release, Filkins served as vice president of the Area Development Foundation (ADF) and Knox County Land Bank since 2020. He secured more than $6 million in state grants to support redevelopment projects and expand access to affordable housing throughout Knox County. He played a central role in revitalizing downtown properties and distressed neighborhoods. Filkins helped advance projects such as the redevelopment of a key commercial building in downtown Mount Vernon and the construction of 12 affordable homes through the Welcome Home Ohio program in partnership with Habitat for Humanity of Knox County. His collaboration with JobsOhio and One Columbus contributed to industrial site certification and increased business opportunities.

The release said that Shelly Coon, chair of the Land Bank Board, praised Filkins' professionalism, work ethic, and ability to think creatively, which have led to many worthwhile projects in Knox County. His proven ability to foster collaboration, navigate complex projects, and deliver results makes him an ideal leader for both organizations, Tyler Griffith, vice-chair of the Land Bank Board, said.

Filkins holds the Development Finance Certified Professional designation from the Council of Development Finance Agencies and is a certified planner through the American Institute of Certified Planners.

The release noted that Filkins is also an active community volunteer. He serves on the Knox County Head Start board as its treasurer and is set to be the 2025 board chair for United Way of Knox County.
