The Mount Vernon City Council will hold a special session on Monday, July 15, to discuss the auditor's compliance with a resolution to enter into a contract for payroll services. The council approved the resolution after complaints about payroll by several unions.
According to a Mount Vernon press release, the meeting will be held at 7:30 p.m. in Council Chambers at Mount Vernon City Hall, 40 Public Square. The meeting will be held for the limited purpose of discussing Auditor Terry Scott's compliance with a resolution adopted by the council on June 24 to enter into a contract for the NeoGov suite of programs, contract for payroll services with McDaniels CPA, and authorize and direct the auditor to transfer funds to support those actions.
Safety-Service Director told the city council during its June 24 meeting that several of the unions that represent city employees had filed grievances against the city's payroll practices, according to minutes from the Mount Vernon City Council's June 24 meeting.
The $161,000 needed for the contract would draw from the city's Reserve Balance Account, from which funds may be used for unforeseen adverse events. Salyers said a staffing shortage in the auditor's office qualifies as such an event. Auditor Terry Scott said the city had $3.2 million in its Reserve Balance Account.
Council members Janis Seavolt and Tammy Woods voted against the resolution for the payroll services contract, according to minutes from the Mount Vernon City Council's June 24 meeting. Council members Amber Keener, Mel Severns, Mike Miller, James Mahan, and John Ruckman voted to approve the resolution.
