MOUNT VERNON – City Council no longer has a vacant post as John Ruckman was sworn in as the Second Ward City Council representative on Monday by Mayor Matt Starr, the city announced on Facebook.

Ruckman replaces John Francis, who resigned at the end of the June 12 City Council meeting. The new council member will serve out the rest of Francis’s term, which expires on Dec. 31.

His first official City Council meeting will be on July 10.

The Knox GOP Central Committee appointed Ruckman to fill the vacant position. Ruckman, a Republican, also is running unopposed for the next two-year term for the Second Ward seat in the General Election in November.
