MOUNT VERNON — The former Mount Vernon City Treasurer has been charged with theft in Mount Vernon Municipal Court.

Felicia M. Rhodes, 29, Mount Vernon, allegedly got permission to use another person’s debit card to purchase lunch at a fast food restaurant on May 30, 2018, but then used the same card for several unauthorized charges thereafter.
The alleged thefts occurred while Rhodes was treasurer, but were not connected to her office, Mount Vernon City Law Director Rob Broeren said. Broeren said the charge did not lead to Rhodes’s resignation.
The alleged victim is an acquaintance of Rhodes, according to court records.
Rhodes has pleaded not guilty to the charge. The case is scheduled for jury trial May 9.
According to court records, Rhodes spent $83.05 at five different businesses with the card in a two-day period and then was confronted by the cardholder. The alleged victim later got the card back.
Rhodes allegedly used the card to purchase items at two convenience stores, two fast food restaurants and a pharmacy in three different counties between May 30 and June 1, 2018, according to court records. Two of the transactions were less than $3 each.
The theft charge is a first-degree misdemeanor and can result in a jail term of up to 180 days.
Rhodes resigned as City Treasurer on Aug. 17, 2018 after only eight months in the position.
