MOUNT VERNON — Developing a $45 million budget is no easy task. While Mount Vernon City Auditor Terry Scott has spent months working on department budgets, the capital improvement budget, and accounts that are his responsibility, it took five hours on Saturday for City Council members and administration to work through a draft budget.

The general fund held a carry over from 2013 at $2.86 million, Scott said. The carryover from all funds totaled $11.75 million.

.It was the capital improvement budget that commanded most of the conversation, led by Mayor Richard Mavis. With $5,659,191 available, the fund was divided into four categories, although, according to Scott, the funds are commingled into one account.
