MOUNT VERNON — Patrol Sgt. Robert ‘Kit’ Morgan has come out as the top scorer in the civil services commission test for Mount Vernon Chief of Police, Safety Services Director Joel Daniels said Wednesday.

Barring challenges to Morgan’s scores by any of the other four candidates for the chief’s job, Morgan will be sworn in as chief Dec. 23. The score will be certified by the civil service commission that same day.
