FREDERICKTOWN — For fiscal officer Mary Lou Hannan’s last meeting with the village council, Mayor Jerry Day presented her with a key to the village.
“It doesn’t unlock anything, I tried it,” Day cautioned, adding that Hannan deserved the key because “she’s been the key person.”
Hannan accepted the plaque-mounted key and told council, “It’s been a wonderful 28 years. I really appreciate everything and everyone. Thank you.”
Councilmember James Hobson brought before council that there was a significant pay ordinance passed in 2013 which was implemented to limit the amount of accrued time off paid to people who are retiring or resigning to 50 percent, with the caveat “unless authorized by the mayor.” Hobson said the caveat was included in the language of the ordinance in order to “grandfather in” employees, and that making an exception in Hannan’s case would only be a $880 difference. Council approved this exception.
Filling Hannan’s shoes will be current deputy fiscal officer Suzan Graves, effective Sept. 1. The position of deputy fiscal officer was eliminated during the course of business to reflect the update in village staffing.
In other personnel-related business, council elected to change office hours to Monday through Friday, 9 a.m. to 5 p.m., eliminating Saturday hours and making Thursday a full day. There were also updates to the personnel manual to eliminate conflicts with the pay manual; overtime compensation will be paid at the rate of one and a half in excess of 40 hours per work week and funeral leave was separated from sick leave and specified for the death of an “immediate family member,” which the update also defines.
Mayor Jerry Day applauded Lt. Kyle Johnson for his part in Fredericktown’s National Night Out, saying all the first responders did a great job. Johnson offered that there were an estimated 350 people in attendance, which, considering the weather, was pretty good.
Hobson stated there were no visitors at the regional planning committee’s public hearing on codifying a maximum size for accessory buildings within the village to be 576 square feet and 15 feet high between finished floor to the peak of the roof. Hobson recommended the council hold a public hearing on this issue. The hearing must be advertised twice in the paper before it can take place.
Village Administrator Bruce Snell reported that the Gifford/Watson Water Loop Project, installing an 8-inch water main to increase fire protection and water consumption access, will begin later this month and should be completed by Nov. 1. The Storm Sewer Separation project was awarded to J & T Excavating who will begin replacing storm line and catch basins on East Second Street from Chestnut to Taylor streets and Taylor Street from College to Sandusky streets immediately after the Tomato Show, again to be completed by Nov. 1. The paving project, this year to repave Simmons Avenue, mill and repave Gift Alley and repairing several areas of Bollinger Drive and Malibu Court, will begin the first or second week of September and should only take Ambry Asphalt four to five work days.
•Gave third reading to and approved the ordinance to allow golf carts in the village. The carts are only allowed on roads with speed limits of 35 miles per hour or less.
•Gave first reading to a resolution to accept the recommendation of the Knox County Tax Incentive Review Council to continue the tax abatement for Unique Metal Designs Inc. as the business has exceeded compliance with the council’s performance requisites.
•Passed as an emergency resolution to update the village’s codified ordinances to conform with current State law. Lt. Johnson advised use of the business American Legal, which the Fredericktown Police Department uses to track ordinances on their website; they also print and ship out new and updated ordinances as needed.
•Approved Public Works Committee to pursue OPWC grant for road paving next year.
•Heard Council Member Ryan Shoemaker, representing the Safety Committee, suggest holding a landscaping contest with a cash prize, “to celebrate the people who work hard.” Ideas included having a landscaping business sponsor the cash prize and making the entries digital through social media, with landscaping professionals or master gardeners as judges. No formal action was taken but council appeared amenable to the idea.
