MOUNT VERNON — Previously located in a former tire shop on West Ohio Avenue and the parish hall of St. Paul’s Episcopal Church on East High Street, the Winter Sanctuary Homeless Shelter for men now has a permanent location to serve homeless men at 401 W. Vine St.
