MOUNT VERNON — The arbitration hearing for city employee Charles “Russ” Adams took place at 10 a.m. Tuesday behind closed doors in the City Hall Conference Room.

Adams, formerly a foreman in the Parks Department, was demoted in August and transferred to a position in the Water/Wastewater Department.

The demotion occurred following the receipt of a letter from a former summer employee at Ariel-Foundation Park who described repeated incident of verbal abuse and “unacceptable behavior” towards him and other employees.

Similar allegations were made in a letter from a member of the public who had witnessed incidents and by another summer employee who quit in 2016.

Adams appealed the action, which was denied by Safety-Service Director Joel Daniels, and the case, as provided in the collective bargaining agreement, moved to the final step of binding arbitration.

An arbitrator was agreed to by both parties. After hearing the case, he will have 30 days to reach a decision.
