MOUNT VERNON — A homeless man is charged with felony domestic violence after allegedly assaulting his girlfriend.

Brad A. Parker, 39, was charged by the Nov. 5 grand jury with domestic violence, a third-degree felony. The charge is a felony due to Parker having three prior domestic violence convictions.

The charge stems from Oct. 23 in Mount Vernon. According to Mount Vernon Police reports, Parker allegedly struck his girlfriend on the nose with a cellphone and bit her on the arm.

911 was called by two Mount Vernon city workers, who saw Parker “forcibly” take his girlfriend’s cellphone from her in the roadway of North Center Street, according to MVPD reports. The workers asked the girlfriend if she was OK, and she asked them to call 911. The workers followed Parker and his girlfriend until Parker left her and went up another street alone.

The alleged physical assault was not observed by the city workers, according to MVPD reports.

•Jason W. Hogan, 31, Mount Vernon, aggravated possession of drugs, a fifth-degree felony;

•Frederick M. Murphy, Jr., 28, Mount Vernon, having weapons under disability, a third-degree felony;

•Justine L. Fields, 31, Mount Vernon, receiving stolen property, a fifth-degree felony;

•Mildred V. Williams, 36, Danville, complicity in the commission of receiving stolen property, a fifth-degree felony;

•Ryan D. Dewyse, 35, Mount Vernon, aggravated possession of drugs, a fifth-degree felony;

•Matthew E. Mogan, 34, Mount Vernon, domestic violence, a fourth-degree felony;

•Emmett N. Mitchell, 33, Howard, aggravated possession of drugs, a fifth-degree felony;

•Richard A. Ashcraft, 32, Fredericktown, aggravated possession of drugs, a third-degree felony, possessing drug abuse instruments, a second-degree misdemeanor, illegal use or possession of drug paraphernalia, a fourth-degree misdemeanor.
