MOUNT VERNON — Two sets of investigators have differing views of a fatal accident that claimed the life of Tim Blubaugh, 59, Howard, Monday.

The Ohio State Highway Patrol reported in a press release issued Monday night that “alcohol is believed to be a factor in the crash,” that happened just west of Millwood on U.S. 36.

Sgt. Dave Flanagan with the Mount Gilead Post of the OSHP told the News investigators look at the “totality” of the scene to determine the cause of any accident. He said it would be a standard procedure for reports to state alcohol was suspected or believed involved if evidence of a possible level of impairment was discovered.

The use of the words “believed” or “suspected” by the OSHP, Flanagan said, is not to be construed as confirmation but is an indication that further investigation is necessary to make a conclusive determination.
