MOUNT VERNON — City Council will hold a special Personnel and Public Relations Committee meeting Monday to discuss the possibility of creating a city charter.

The meeting is scheduled for 6 to 8 p.m. in the downstairs conference room, but committee Chair John Francis said he doesn’t think the meeting will last that long.

“We need to give members a chance to speak for and against, to see if we have any consensus about moving forward,” Francis said.

Council last discussed the issue last year, with representatives from charter cities talking about their experiences, but decided it was something that should take a back seat to the effort to pass the increase in the city income tax.

Francis said Councilman Chris Menapace raised the topic of revisiting the charter issue at a recent meeting, and when Council President Bruce Hawkins told him the subject would come under his committee, he decided to schedule the meeting as soon as possible.

“We need to do some steering — what direction do we want to go?” Francis said. “I don’t want us to start on this and then find out six of us are opposed.”
