MOUNT VERNON — City Council barely hesitated Monday, voting unanimously to join the lawsuit many municipalities are filing to stop the state’s plan to collect business income taxes for the cities and then distribute the money to the local governments, retaining a 1/2 percent fee.

At a committee meeting before the council session, Law Director Rob Broeren explained that the suit is primarily targeting two issues: That the collection plan is a violation of the home rule powers in the state constitution, and that it was a case of combined legislation, violating the state constitution’s provision of a bill having only one subject. It was inserted in the budget bill by the General Assembly.
