MOUNT VERNON — When Congress returns to work Tuesday after the July 4 recess, U.S. Rep. Bob Gibbs said the main order of business will be the appropriations bills.

According to Gibbs during his monthly interview with the News, the three biggest will be for defense, energy and water.

“And we will be waiting to see what the Senate does with health care,” Gibbs added.
