MOUNT VERNON — First Ward Councilman Sam Barone told City Council on Monday that an educational meeting has been set for 7 p.m. Tuesday, May 17, in council chambers, on the state’s Home Rule provisions, or city charters.

“The goal is education,” Barone said. He explained that “40 or 50 years ago” Mount Vernon considered the idea of writing a charter, but rejected the proposal. Now, he said, about 75 percent of Ohio’s cities have home rule with charter governments “tailor made” for them.
