James K. Blubaugh, 66, of Utica, died Friday morning, Nov. 18, 2016, at the Ohio State University Wexner Medical Center. He was born April 24, 1950, in Mount Vernon, to the late Robert S. and Phyllis Maxine (Hardesty) Blubaugh.
