MOUNT VERNON — The spotlight remains on the Knox County Animal Shelter and the Knox County Board of Commissioners after a Mount Vernon News investigation showed Dr. Susan Shibley, shelter veterinarian, had failed to renew her license.

As part of its investigation, the News learned the animal shelter approved a spay procedure for a dog, Emme, who was carrying 13 full-term puppies. The procedure, deemed “in the best interest” of Emme, resulted in the loss of the puppies.
