The agreement was spelled out by Knox County Prosecutor John Thatcher in court this morning after both sides spent time this morning in negotiations.

Phil Samuell, who has been fostering Fletch since March 21, is expected to hand over the dog to Jamie Bell, executive director of The Tank Fund sometime today.

The injunction case filed against Knox County Dog Warden Jordan Barnard by Cody Jackson has been dismissed as part of the agreement.
