MOUNT VERNON — Mount Vernon City Council signed a proclamation Monday night declaring March Developmental Disabilities Awareness Month.

“Disability in no way diminishes the rights of individuals to live independently, enjoy self-determination, make choices, contribute to society and to experience the economic, political, social, cultural and educational opportunities afforded to all residents of Mount Vernon,” said John Francis, second ward councilman, as he read the proclamation.

Accepting the document was Steve Oster, director of the Knox County DD.
