MOUNT VERNON — Robert “Kit” Morgan will return to the ranks of the Mount Vernon Police Department effective Jan. 19, after negotiating discipline that will remove a stripe leaving him as a corporal.

“This was an agreed disciplinary measure. It was negotiated between the city, Kit and the (Fraternal Order of Police) so that it will not be arbitrated,” said Chip McConville, city law director.

In the agreement, Morgan agrees to a demotion from sergeant to corporal, which includes a reduction in hourly pay rates, for three “reasons of action” including:

• “Performing private work on city time during working hours.”

• Abuse of power, which is a “willful disregard to departmental rules.”

• “Discourteous Treatment of the Public.”
