MOUNT VERNON — It was a story of the good, the bad and the ugly during Saturday’s budget hearing with Mount Vernon City Council and administration.

The good

Personal income tax collection during 2016 was up by $368,629 over what was collected in 2015, said City Auditor Terry Scott.

That bit of information was about the only positive note during the nearly four-hour meeting that included council members Sam Barone, John Francis, Bruce Hawkins, Susan Kahrl, Janis Seavolt and Nancy Vail; andMayor Richard Mavis, Safety-Service Director Joel Daniels and Scott. Council members John Fair and John Booth were absent.

The bad
