LEGAL NOTICE

The following legislation was passed by Centerburg Village Council on July 7, 2008, signed by the President of Council, Susan M. Oswalt, approved by Mayor George Shaw, attested by Village Clerk-Treasurer Teri L. James. The legislation is on file with the Clerk-Treasurer of the Village at 49-1/2 East Main Street, Centerburg, Ohio for public inspection.

ORDINANCE 2008-08- TO AUTHORIZE THE CLERK/TREASURER TO SUBMIT THE PROPOSED 2009 BUDGET FOR THE VILLAGE OF CENTERBURG TO THE KNOX COUNTY AUDITOR AND TO DECLARE AN EMERGENCY.

ORDINANCE NO. 2008-09- TO AMEND THE CODIFIED ORDINANCES OF THE VILLAGE OF CENTERBURG RELATING TO ESTABLISH A UTILITY DEPOSIT TO ENSURE THE PAYMENT OF FEES FOR UTILITY SERVICES PROVIDED BY THE VILLAGE.

ORDINANCE 2008-10- TO AMEND CHAPTER 145 OF THE CODIFIED ORDINANCES TO PROVIDE A CODE OF PERSONNEL PRACTICES AND PROCEDURES FOR ALL EMPLOYEES.

RESOLUTION 2008-11- AN ORDINANCE APPROVING PURCHASE OR REAL ESTATE ON LOCK ROAD THROUGH SHERIFF’S SALE FOR $72,000 AND AUTHORIZING CLERK-TREASURER TO AMEND BUDGET AND APPROPRIATIONS AND TO DECLARE AN EMERGENCY.

RESOLUTION NO. 2008-012-AN ORDINANCE TO AUTHORIZE THE PARTICIPATION IN THE OHIO PUBLIC WORKS COMMISSION STATE CAPITAL IMPROVEMENT PROGRAM FOR THE CONSTRUCTION OF A WEST SIDE TWELVE INCH (12”) WATERLINE CONNECTOR LOOP AND TO DECLARE AN EMERGENCY.

RESOLUTION 2008-013- AN ORDINANCE APPROVING REAL ESTATE PURCHASE CONTRACT FOR PURCHASE OF REAL ESTATE KNOWN AS 4545 LOCK ROAD AND TO DECLARE AN EMERGENCY.

FOR BIDS


Sealed proposals for Blackjack Road Improvements will be received by the City of Mount Vernon at the office of the Safety-Service Director, 40 Public Square, Mount Vernon, Ohio 43050, until 11:00a.m. local time, August 1, 2008, and then at said office publicly opened and read aloud.

Bids shall be sealed and marked as bid for Blackjack Road Improvements and mailed or delivered to David C. Glass, Safety-Service Director, City of Mount Vernon, Ohio, 40 Public Square, Mount Vernon, Ohio, 43050.
This project consists of an intersection realignment, 5,570’ of roadway widening, 5280’ of 12” waterline, 4450’ of sanitary sewer and storm sewer including roadway culverts.
Plans, specifications and bid forms may be examined at the City of Mount Vernon’s Engineering Department at 40 Public Square, Mount Vernon, Ohio.
Plans, specifications and bid forms may be obtained at ME Companies, Inc., 635 Brooksedge Blvd., Westerville, Ohio upon payment of $100.00 for each set. Checks shall be made payable to the ME Companies, Inc. and all documents become the property of the prospective bidder, with no portion of the payment being refunded.
Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. The Owner intends and requires that this project be completed in accordance with the completion date provided in the contract documents.
Each proposal must be accompanied by a bid guaranty in the amount of ten (10) percent of the bid. Said guaranty may be in the form of a bid bond, bid guaranty and contract bond, a certified check or cashier’s check or a letter of credit. Bid guarantees must meet the requirements of Section 153.54 of the Ohio Revised Code.
All contractors and subcontractors involved with the project will, to the extent practicable use Ohio Products, materials, services, and labor in the implementation of this project. Additionally, contractor compliance with the equal opportunity requirements of Ohio Administrative Code Chapter 123, the Govenor’s Executive Order of 1972, and Governor’s Executive Order 84-9 shall be required.
Domestic steel use requirements as specified in Section 453.11 of the Revised Code apply to this project. Copies of Section 153.011 of the Revised Code can be obtained from any of the offices of the Ohio Department of Administrative Services.
This is a prevailing wage project and is subject to the requirements of Ohio Department of Commerce Wage and Hour Division and Chapter 4115 of the Ohio Revised Code.
The City reserves the right to reject any and all bids and to waive minor informalities.
